I am looking for a good tool to do performance monitoring and someone has
suggested DBArtisan.

How good is this tool and are there others that I should consider?

I'm a bit surprised DBArtisan was recommended, since that's more a DBA tool
than a performance monitor.
Check out Bradmark's recent offering. Their ASE monitoring tools is quite
nice IMO.

AFAIK there are a lot of them:
Sybase's:
1. Sybase Central (monclient) + monitor server.
2. sp_sysmon + 3rd party GUI around this.
3. MDA tables
4. DBXray
5. Savant (?)

3-rd party:
1. DBArtisan (it has Performance Analyst)
2. Performance Center (like 1. by Embarcadero too).
3. Spotlight (by Quest Software)
4. Zero Impact Sql Monitor
5. Proactive DBA
6. Cyrano
7. Sql PowerTool
